Jawatan Kosong Deputy HSEQA Superintendent in Labuan

Key Responsibilities

• Ensure the effective implementation and ongoing compliance of company policies related to Health, Safety, Security, Environment, and Quality Assurance (HSEQA) in the operation of fleet vessels.
• Regularly monitor and assess compliance with HSEQA policies and regulatory requirements.
• Advise the Designated Person Ashore (DPA) in writing regarding any vessel or crew’s inability to comply with environmental protection measures and other marine environmental requirements.
• Stay up to date with international, national, state, and local laws and regulations concerning health, safety, and environmental protection, ensuring company policies align with all mandatory standards.
• Establish and implement an independent review program to evaluate the HSE and Quality Management System through internal and external audits of office and ship operations.
• Provide guidance and technical support to Superintendents and Management on HSE matters.
• Ensure that all office and departmental procedure manuals, as well as shipboard manuals, are up to date and effective.
• Review audit and incident reports to identify, report, analyze, and record non-conformances, accidents, and hazardous occurrences. Coordinate with the HSEQA Manager and CEO to implement corrective actions.
• Monitor Port State Control (PSC) and Flag State inspections, addressing deficiencies and corresponding with relevant authorities as required.
• Serve as a back-up for the HSEQA Manager and other department members during their absence, as necessary.

Experience & Expertise

We are seeking a qualified professional with the following background:

Marine Offshore Experience

• Seeking a Mariner and quality candidate with experience in the marine offshore industry (shipping) is preferred.

Accident Investigation

• Demonstrated experience in conducting or participating in accident investigations.

Audit & Inspection

• Hands-on experience in conducting internal audits and vessel inspections.
• Experience managing third-party inspections, including but not limited to:
• OVID (Offshore Vessel Inspection Database)
• Class Audits
• OVMSA (Offshore Vessel Management and Self-Assessment)
• Pre-hire inspections

Presentation & Communication

• Strong skills in preparing and delivering presentations to various stakeholders.

Roving Operations

• Experience performing roving duties to ensure compliance and operational efficiency.

Document Management

• Proficiency in reviewing and revising operational procedures, forms, and checklists.

Qualifications & SkillsEducation

• Diploma or Certificate in Occupational Safety & Health.
• Completion of a Safety and Health Officer course is preferred.

Technical & Soft Skills

• Strong communication skills – proficiency in both spoken and written English.
• Basic computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint).
• Excellent collaboration and interpersonal skills, with the ability to work effectively in teams.
• Strong problem-solving abilities, with a proactive approach to identifying and resolving challenges.
• High level of professionalism, demonstrating reliability, punctuality, and commitment to responsibilities.
• Ability to manage tasks effectively, meet deadlines, and take initiative in completing assignments.
